Training and Employment Guidance Letter (TEGL) 16-11, containing the 2012 Federal poverty guidelines for SCSEP, has been posted to the ETA Advisory Database. The effective date for these guidelines is January 26, 2012.

TEGL 26-11, which contains PY 2012 planning guidance and funding allotments for state and territorial grantees, has been released. The TEGL contains all the information grantees need to submit their PY 2012 funding applications, which are due on May 21. This timeframe will allow the Department of Labor to award grants on July 1, and eliminate the need for conditional grants that have been issued in past years.
Please read the TEGL carefully; you may raise any questions or concerns with your FPO or on the all-grantee call on May 2.
The TEGL for 2012 State Workforce Plans (TEGL 21-11) has now been published. As stated in the TEGL, there are three options for how grantees can submit SCSEP State Plans:
The specific requirements for the SCSEP State Plan are the same regardless of how a state chooses to submit its plan. The specific requirements can be found on pg. 9-10 of the Integrated Workforce Plan Requirements. (Please note that SCSEP is NOT required to participate in the integrated state plan, and the rest of that document only applies to states using the integrated state plan.) We are pleased to announce the release of the Final Rule for an additional indicator on volunteer work! The Final Rule was published in today’s Federal Register; to view it, click here. We received an overwhelmingly positive response to the proposed rule during the public comment period.
Please note that the effective date for the Final Rule is March 1, 2012. We will discuss its implementation on the all-grantee call on February 8.
